Crisis resilience ‘critical’ to stem rising hunger

Sydney, 19.04.2023 (SciDev.Net): A shift towards permanent “crisis resilience” from short-term aid is crucial to mitigate increasingly frequent shocks to the global food system and tackle rising global hunger, say food policy researchers.

Disruption to food systems from multiple crises such as economic downturn, conflict, climate change-related weather events and the COVID-19 pandemic, has caused a surge in acute food insecurity in recent years.

The Global Report on Food Crisis: Mid-Year Update 2022 estimates that as many as 205 million people in 45 countries experienced crisis-level acute food insecurity or worse, nearly double the number in 2016. It says requests for humanitarian assistance reached a record high of US$41 billion.

“Crises, shocks, and volatility are no longer exceptions and may become the new normal,” says Johan Swinnen, director general of the International Food Policy Research Institute (IFPRI) and managing director of the CGIAR Systems Transformation. “We should better predict and prepare, implement effective and accountable governance and institutions, and invest to build resilience against future crises.”

Women, youth are ‘unseen leaders’ in rural Indonesia

Sydney, 24.02.2023 (SciDev.Net): Women and young farmers can spur others to implement new sustainability and development initiatives, even though they are less likely to be seen as opinion leaders in their local communities, according to a study.

Women make up 43 per cent of the global agricultural labour force, but face significant discrimination when it comes to land ownership, access to credit and financial services, and participation in decision-making, according to the Food and Agriculture Organization of the United Nations (FAO).

For the study, published this month in the journal Agriculture and Human Values, researchers surveyed about 2,000 farmers on the island of Sulawesi in Indonesia and asked them to identify leaders they would consult for advice and information in their smallholder farming communities. These leaders, largely older men, were then asked to convince other farmers to use pruning scissors to improve the health of their cocoa trees.

Investing in global agri-R&D also ‘benefits donor countries’

Sydney, 09.12.2022 (SciDev.Net): Investment in international agricultural research and development (R&D) not only increases the capacity of lower-income countries to tackle food insecurity and manage natural resources but also brings significant returns to donor countries like Australia, says a study commissioned by the Crawford Fund.

The study makes a case for increasing the proportion of the development assistance budget allocated to international agricultural R&D. “Collaborative research is a two-way learning. Both the recipient and donor countries benefit from the exchange of knowledge, insights, science and technical ideas,” says Neil Byron, lead author of the study launched on 1 December in Canberra.

Currently, only 2.5 per cent of Australia’s aid budget goes to agriculture R&D. “All the evidence suggests that we are seriously underinvesting. We can easily double or triple the [agriculture R&D] aid because the benefits — social, economic and environmental payoffs — are so much greater than the costs,” says Byron, director of Alluvium Consulting Pty Ltd. which prepared the report for the Crawford Fund.
